13-year-old driver killed in fiery crash in Fresno County. He was identified by coroner

A teen was identified by the Fresno coroner Monday as the victim killed in a two-vehicle crash March 18.

The California Highway Patrol responded to the collision just after 12:30 p.m. on Manning Avenue, west of Highway 33 in San Joaquin.

CHP said the driver of a 2024 Honda Accord was going west on Manning, west of Highway 33, at an unknown speed, while a 24-year-old woman was driving a 1995 Kenworth truck tractor with dual livestock trailers in combination, east on Manning.

For unknown reasons, the driver of the Honda made an unsafe turning movement to the left, allowing the vehicle to partially cross the center line of the road and enter the eastbound lane. The Kenworth driver was unable to avoid the crash with the Honda and they crashed head-on.

Both vehicles were fully engulfed in flames. The driver of the Honda was pinned in and was pronounced dead. He was identified as 13-year-old Blain Chandler of Visalia.

The Kenworth driver exited the vehicle.

The investigation remains ongoing. It is unknown if alcohol or drugs were a factor in this crash.
