Adoptive mother in Reedley charged with child abuse after allegedly torturing 5-year-old
An adoptive mother was in jail Tuesday night after she allegedly tortured a 5-year-old boy.

The boy was admitted to the burn unit and is still undergoing treatment, police said.
Police determined the child is a victim of child abuse, who received second- and third-degree burns caused by exposure to hot water.
Rios was arrested and booked on suspicion of the following felony charges: torture, assault with a deadly weapon and child abuse likely to cause great bodily injury or death.
The investigation is ongoing. Police said they are working with the Fresno County District Attorney’s Office.
