Mom and friend arrested in death of 2-year-old, Tulare police say. Accused of torture

A mother and her male friend were arrested and accused of torture and homicide in the death of the woman’s 2-year-old, Tulare police said Friday.

Police got a call about 2:30 p.m. Thursday that a 2-year-old girl was unresponsive and being transported to an area hospital with her mother, Priscilla Roshell, 27, according to a news release.

Officers arrived and could see the mother was visibly upset, the release said. The girl was pronounced dead at the hospital.

Detectives looking into the case determined the child had severe injuries, according to police, and interviewed Roshell and her friend, 46-year-old Michael Francis.

Roshell also has two other children, one 5 and the other 8, police said.

Both adults were arrested on suspicion of homicide, torture and injuring a child, police said.
