Tulare County woman faces kidnapping, elder abuse charges in alleged vehicle theft
A 35-year-old woman was arrested in Visalia on Friday after she allegedly tried to steal a vehicle with a passenger still inside.
Jennifer House was found inside the vehicle in the 1500 block of West Victor Avenue. The owner had left the vehicle unattended and running with a dependent adult passenger inside, police said.
When the owner returned, House attempted to drive away from the scene. The owner was able to stop the vehicle and House then fled on foot, police said.
Hous was arrested nearby and was to be charged with auto theft, kidnapping and elder abuse, police said.
