Clovis names new fire chief. He was the city’s highest paid employee in 2025

The city of Clovis has promoted Deputy Fire Chief Jason Ralls to the position of fire chief following the retirement of Chris Ekk at the end of July.

Ralls, who has served in Clovis since 1996, was the highest-paid city employee last year, according to compensation data obtained by The Bee. Ralls’ annual base salary for 2025 was $198,397, and his total compensation was $479,464, due to overtime pay and other benefits.

In his new role, Ralls will lead a team of 83 sworn firefighters and 8 support staff. The city’s budget for the department is approximately $31.5 million, according to a city news release.

“I am deeply honored by the trust the City of Clovis has placed in me as its next fire chief. This is not a responsibility I take lightly,” Ralls said in a prepared statement. “The men and women of the Clovis Fire Department are exceptional, and I am humbled to lead such a dedicated team as we continue to serve and protect this outstanding community.”

With grants and the revenue from Measure Y, the city’s 1% sales tax, Clovis added six firefighters in the fiscal year of 2025-26. The city also replaced a light-duty vehicle and two fire engines for the new firefighters, according to the city’s budget document.

Clovis has also been preparing to expand its fire facilities by building a seventh fire station.

Ralls’ appointment is scheduled to be confirmed at the June 15 council meeting, according to the city.

Ralls holds a bachelor’s degree in agricultural and managerial economics from UC Davis and a master’s degree in leadership and organizational studies from Fresno Pacific University. Ralls is active in state and national professional organizations and earned numerous certifications and credentials, according to the city’s press release.

Ekk, who served as the department’s chief for three years, will be retiring on July 31.

“I am excited for Chief Ralls and the future of our fire department,” Ekk said in a prepared statement. “Chief Ralls brings a combination of integrity and vision to this role, paired with a genuine commitment to our community and the success of our team. Our department is in excellent hands.”
