Measure Y revenue exceeds expectations, plus $5M extra. How will Clovis use it?
Clovis officials estimate that Measure Y, a local 1% sales tax, will generate $31.3 million in revenue for the city in fiscal year 2026-27.
Approved by Clovis voters with a two-thirds majority in November 2024, Measure Y is a general tax, meaning the city can spend the tax dollars on any general services. The measure raised Clovis’s sales tax rate to 8.975% as of April 1, 2025, and was estimated to generate $26 million in annual revenue.
Measure Y is now entering its second fiscal year. Clovis plans to allocate 85% of the tax dollars to maintaining public safety, such as expanding and supporting the police and fire departments, 4% will go towards other city departments’ operations, and 1% to address homelessness. A combined 90% of Measure Y spending will focus on public safety, according to the budget presentation at Monday evening’s council meeting.
The remaining 10% will be allocated to other priorities, such as keeping Clovis safe and clean, repairing streets and roads, and maintaining youth and park programs, city officials told the council.
The city also plans to use a $4 million in savings from the prior year’s Measure Y fund balance for deferred public safety fleet replacements, the city report wrote.
In the fiscal year of 2025-26, Measure Y allowed Clovis to add 41.5 full-time equivalent positions across the departments, including nine firefighters and seven police officers, according to the city’s documents.
In the upcoming fiscal year, the city plans to use Measure Y to hire 21.5 full-time equivalent positions, including six more police officers, which will bring the total number of officers in the police department to 141, said Andrew Haussler, the city manager.
“We’re taking a pace approach, funding those positions set on average partway through the year, and we’ll see how revenues develop and what our expenditures look like,” Haussler said. “If we need to make adjustments, we can, but it maintains public safety as a top priority.”
