Top 10 highest paid Clovis employees are high-ranked police and fire. See top 50
All but a handful of Clovis’s 50 highest compensated employees worked in the Clovis Police and Fire departments in 2025, according to records released to The Fresno Bee.
Four police officers and six firefighters dotted the top 10 highest paid Clovis employees, and they racked up large amounts of overtime or benefits that pushed them to the top of the list above even the city’s highest ranking administrators at City Hall.
None of those top ten were among the rank-and-file though with department heads and ranked police and fire employees filling up those positions on the list, which was obtained through a public records request.
Deputy Fire Chief Jason Ralls held the highest spot for compensation with $479,464, which came from $198,397 of annual pay as well as $169,688 in overtime and other pay, and $111,379 in benefits. Ralls on Thursday was named the next fire chief.
Second on the list was Police Chief Curt Fleming with $425,718 in compensation, and the sixth spot was held by Fire Chief Chris Ekk with $408,889. Neither of them were paid any overtime, but Fleming and Ekk have benefits packages of $137,649 and $128,010, respectively, as well as other types of pay.
The city has plans to add to public safety. Clovis raised its sales tax to 8.975% with voter approved Measure Y in 2024. Clovis plans to allocate 85% of the tax dollars to public safety by expanding and supporting the police and fire departments.
The median household income in Clovis is $99,241 annually, according to the U.S. Census.
The name of one officer on the list in the 32nd spot was redacted because of their work in “undercover law-enforcement functions,” according to the city clerk. The sergeant’s pay and benefits are on the list.
The rest of the top 10 was filled out by a police deputy chief, sergeants and captains, as well as deputy fire and battalion chiefs.
Only four of the top 50 compensated employees were from outside of police and fire. The highest was City Manager Andrew Haussler, who was 13th on the list with a total compensation of $365,657. That included $258,823 in regular pay plus other pay and benefits.
