Clovis plans $17.8M for more road designs and constructions. Here’s project list

Clovis plans to allocate $17.7 million for neighborhood development, including road maintenance and repairs, affordable housing program expansion, and code enforcement, according to the city’s proposed budget for fiscal year 2026-27.

Over the past three years, Clovis has spent over $48 million for “an ongoing, long-term effort to improve community appearance and enhance amenities in older areas,” according to the budget document.

The funding consists of grants from the state, the county-wide Measure C, and the city’s own funds.

A half-cent sales tax in Fresno County, Measure C supports transportation-related improvements. For nearly four decades, it has funded some of Clovis’ biggest transportation initiatives, such as Clovis Roundup Transit and the Shaw Avenue widening project.

The transportation measure, set to expire in 2027, is still struggling to make it onto the ballot for renewal in November. However, Clovis officials said the remaining Measure C is anticipated to be sufficient to fund $3.8 million of the $17.7 million for neighborhood development.

In the proposed budget, Clovis noted that affordable housing programs will have an investment of over $6 million. Other enhancement aspects include reconstructing various alleys in lower-income neighborhoods, installing lighting along the Dry Creek Trail and building a pedestrian bridge to connect Cottonwood Park to the Dry Creek Business Park.

The budget document also lists the following public street projects:

  • Design Gettysburg Avenue — Sunnyside to Fowler and Temperance to Locan
  • Design Minnewawa Avenue — Nees to Teague
  • Design Peach Avenue — Gettysburg to Shaw
  • Design Shaw Avenue — Highway 168 to Willow and Temperance to Locan
  • Design Willow Avenue — Gettysburg to Shaw and Herndon to Alluvial
  • Reconstruct Armstrong Avenue — Shaw to Barstow
  • Reconstruct Herndon Avenue — Villa to Clovis
  • Reconstruct Willow Avenue — Barstow to Sierra
  • Construction of Shaw Avenue from Dewolf to Leonard to serve Loma Vista Community
  • Construct ADA Improvements as part of various street improvement projects

The City Council is scheduled to hold a public hearing on the city’s $429.7 million budget June 1, and is expected to adopt the budget for 2026-27 fiscal year by the end of June.
