Fishing report for week of March 25-31: Eastman and Hensley closed

Update
When this report was prepared many lakes were open, but restrictions have been changing rapidly as recreation-area managers deal with coronavirus-related conditions. for instance, the Army Corps of Engineers has closed its lakes including Eastman and Hensley. Check with a local contact before heading out.

The access points at the aqueduct remain open, and more fishermen are heading to the water conveyance water releases out of San Luis Reservoir continue to push bait fish down the aqueduct in the northern section between Kettleman City and Los Banos, and the water is slightly stained from the releases. Ripbaits or topwater lures around the moving water near the headgates are working for striped bass.
In the southern section of the aqueduct in Kern County, Pete Cormier of Bob’s Bait in Bakersfield reported outstanding action for both catfish and striped bass with sardines. Anglers have been bringing limits of striped bass to 12 pounds along with a handful of catfish. Blood worms, anchovies and nightcrawlers are also working in addition to Zoom Flukes, topwater lures and ripbaits.

Eastman Lake

At all of the Army Corps of Engineers lakes, the visitor centers and project offices at the recreation facilities are closed, but day-use areas and boat ramps remain open. Camping reservations made after March 20 are canceled and refunds are available through recreation.gov or by calling 877-444-6777.
Scott Ghidelli of the Sportsmen’s Warehouse in Fresno said, “Bass are eating medium-diving crankbaits in the 10 to 12-foot range as they are up shallow. The bass aren’t spawning yet, but they are staging. We expect a spawn on the next full moon. There is a drop-shot bite in colors such as Robo Worm’s Margarita Mutilator or Morning.” Nick and Ron Sanches Jr. were tossing Hawg Hunter swimbaits for largemouth bass to 9 pounds plus so the larger bass are getting active, but the colder weather this week may slow down or kill the bloom. Crappie can be found near the dam with minijigs, but they will back out into deeper water with the cold front. The lake rose slightly to 50%.

Similar to Eastman, Ghidelli said, “The bass are staging in 10 to 15 feet of water, and there is a drop-shot bite in colors such as Robo Worm’s Margarita Mutilator or Morning.” Small buck bass are roaming the shorelines. Crappie are around submerged structure. The lake held at 31%.

Lake Don Pedro
The Don Pedro Recreation Agency reported that a full closure of the reservoir is in effect until further notice. This closure includes campgrounds and recreation on the reservoir. Houseboat owners will have access to their houseboats, and for questions regarding Houseboat Service, owners are to contact Suntex Marinas at 209-852-2369. For campsite cancellations, refunds or credits, email dprc@tid.org, but expect delays in the response as increased phone traffic and emails are being received. Minimal DPRA staff will be on-site to support essential functions of the area, but staff services will not be available during the park’s closure. The lake is at 81%.

Lake Isabella/Bakersfield area

Cormier said, “The lake is open, but it has been windy and raining in the region for the past few days. There is a good catfish bite with Triple S Dip Bait, frozen shad or clams. Crappie are found in deeper water around structure with small to medium minnows or minijgs while bass are biting Senkos or jigs at depths to 20 feet.” The lake is at 31%.
Trout fishing in the upper Kern River has been good as it was stocked within the past week, and the best location seems to be around the Kernville Park with salmon eggs, nightcrawlers, crickets or spinners. The lower Kern River will be much slower for bass with the cold temperatures. Buena Vista is kicking out crappie on minnows along with catfish on cutbaits or trout on Mice Tails or Power Bait. Bob’s Bait is open 6 a.m. to 9 p.m.

Lake Kaweah

The lake, another one in the region subject to Army Corps of Engineers cutbacks, remains very low although it rose slightly to 20%. Local bass fishing expert Gary Wasson of Visalia said, “The bass bite is very slow, with the best action on Senkos or jigs.”

Another Army Corps of Engineers-run lake. Wasson said, “There is a decent bass bite at the lake with Senkos, Brush Hogs, or jerkbaits.” The lake rose to 25%.
In the Tule River, the flows are excellent for fishing, but the recent cold spell and snow have slowed down the insect hatches..

McClure Reservoir/McSwain Reservoir
McClure and McSwain have been temporarily closed by the Merced Irrigation District, and minimal access will be provided for those needing to reach their houseboats at McClure Point or the Barrett Cove launch facilities. Those with existing camping reservations that include a motorhome or trailer with a self-contained restroom only at McClure Point, Barrett Cove or Lake McSwain. No other day-use or camping is available and no new reservations will be taken during the temporary closure. For further information or questions, 855-800-2267 or parkinfo@mercedid.org. Millerton Lake/San Joaquin River

The California State Parks has temporarily closed all campgrounds in the state park system Camping reservation holders will be contacted for refunds. As of Tuesday, all non-campground outdoor areas of parks including trails, beaches and launch ramps remain open.
Recreational use has been high at Millerton, and the best bass action is found in the river arm at depths from 20 to 25 feet on vertical structure with plastics on a dart head, Neko-rig, Ned-rig or drop shot along with Senkos on a wacky-rig. The main lake has been tough with mostly small fish, but the river arm is far more productive.
Millerton rose slightly to 54%.
At Sycamore Island, the seventh annual Fishing Derby scheduled for Saturday has been canceled, and the recreational area is currently closed.

New Melones Reservoir/Tulloch

Bureau of Reclamation officials say the administrative offices and visitors center are both closed to the public but at this point, all outdoor recreational opportunities remain open including boat launching, campgrounds and day-use facilities.
With the Mother Lode lakes of Camanche, Pardee, Don Pedro and McClure currently closed, anglers are flocking to New Melones. Kyle Wise of Head Hunter Guide Service said, “Melones is my only local option for kokanee, and I expect a flotilla to be out there hunting for them. They have to be there, and it is just a matter of someone finding them.”
Clara Ricabal of the Jackson Kayak Fishing Team was on the lake Sunday, and she reported a solid bite for small bass in the 2-pound range with the Berkley Pit Boss or D-Worm on a Ned Rig at depths to 20 feet. While she was fishing with local bass angler Alex Niapas of Angels Camp, they rescued an osprey that was drowning after hooking its talons into a large fish.
There is hope for the trout bite as Gene Hildebrand of Glory Hole Sports in Angels Camp said, “The Department of Fish and Wildlife has given the lake an allotment for trout plants for last week and this week. Anglers are reporting landing trout to 14 inches and sighting trout breaching on the surface. Glory Hole Point and up Angels Creek are the top two locations from the banks with nightcrawlers or Power Bait. For bass, you need to create opportunity to land large bass by using everything in your arsenal when your not having success. Many of you already know when a certain bait is not producing for you its time to change it up. Find the location and pattern that works, on that shelf with a prevailing wind using a Baby Brush Hog along points or submerged island tops, or fishing a weedless rig through a rocky section. The bite has been good with reports of anglers landing 15 a day with some large double-digit females in the mix along with a 7.49-pound spotted bass. For crappie, minnows have been the ticket for the slabs the last couple of weeks, Jess and Matt Harvey got into them on the main lake using various colored mini jigs, landing 26 fishing in about 20 feet of water.” The lake rose slightly to 79%.
At downstream Lake Tulloch, Niapas and Christopher Gosselaar of Clovis were out Friday, and Gooselaar caught and released a 6-pound 2-ounce largemouth bass on a 2.8 Kei Tech swimbait on a dart head. Niapas was back out Saturday with Ricabal, and they loaded up on crappie to over 2 pounds on small Berkley swimbaits.

Pine Flat Reservoir/Kings River

Ghidelli of the Sportsmen’s Warehouse in Fresno reported a good crappie bite with minijigs or small swimbaits in the river arm. The bass are staging in medium depths, and there are an unlimited small males cruising the shorelines from 5 to 15 feet. Plastics on a wacky-rig or dart head are working for the smaller males while the better grade of spot from 2 to 2.5 pounds are found in deeper water from 20 to 25 feet around the steep walls near Trimmer and Sycamore.
Regular trout plants continue in the lower Kings, but there have been fewer fishermen working along the banks. Drifting salmon eggs, trout dough bait or tossing spinners are still effective for the planters.
Pine Flat rose to 53%.

San Luis Reservoir and O’Neill Forebay

The launch ramps at San Luis remain open, but similar to Millerton, the campgrounds and all inside facilities are closed.
Mickey Clements of Coyote Bait and Tackle in Morgan Hill said, “A lot of our customers have been going to both the big lake and the forebay. We have been selling a number of jumbo minnows along with anchovies for the bank anglers, and there is a good ripbait bite along with larger jerkbaits for those moving into the coves on their boats. Bank fishermen are soaking anchovies. The forebay is picking up with the cooler weather, and it has a most consistent bite, but the grade of striped bass is much smaller. Anglers are tossing umbrella rigs from the shorelines along with Storm’s Wild Eyed Shad, Magnum Flukes on a scrounger head or jumbo minnows on a live bait rig near Check 12 or the Highway 33 Bridge.”
Roger George of Roger’s Guide Service said, “The overall minnow and troll bite has been on an up-and-down cycle for most anglers during the storm and rain periods. I fished Thursday with Jayar Salazar and his son Mason of Fresno to celebrate Mason’s 10th birthday. Early on I found a great pattern trolling Lucky Crafts in minnow colors by the dam at around 50 to 70 feet deep working over a big active school. Mason fought and released stripers throughout the day, and we ended up with 51 fish in the 20- to 23-inch range. Most of the other anglers I talked to were only scoring about 1-2 fish that day. We were lucky, the whole pattern changed a day later, which it has been doing. Finding active schools is the key. The current storm will cause more changes, too.”
The lake rose to 71%.

Snow fell on the lake’s edge over the past week, but when boats are able to launch, trout trolling is good with Wedding Rings tipped with a nightcrawler behind a dodger or blade/’crawler combinations. Bass are found around the docks with plastics on the drop-shot around the docks.
The annual Bass Lake Chamber of Commerce Trout Derby is tentatively scheduled for the weekend of May 2-3, and heavy plants will be put into the lake prior to the derby.

Shaver Lake remains open, but the cold weather has kept most boats off of the lake. Dick Nichols of Dick’s Fishing Charters said, “We only had one brave soul out on Saturday, and those that have been heading out in the cold are picking up from two to five mixed kokanee/rainbow trout per trip with the possibility of getting nothing. The cold and possible snow will most likely last throughout the week.
“The brown trout from the Department of Fish and Wildlife plant from last winter are now 10 inches in length, and they should be of catchable size by mid-summer. In addition to the proposed allotment of 37,000 rainbows ranging from a half-pound to over 2 pounds should make for some good trout fishing over the summer. The Shaver Lake Trophy Trout Project will again make a plant of 1,400 trophy-sized rainbows, primarily in the 3- to 4-pound range this year.”

Captain Tom Mattusch of the Huli Cat cancelled his charter on the salmon opener below Pigeon Point on April 4th, and he is similar to Powers on taking it day-by-day until at least April 8th. He said, “Skiffs have been going out along with commercial boats for crab, and one of the commercial draggers came in with a load of halibut, but the fish buyer wouldn’t purchase the fish so he sold it at the dock for $6.00/pound – quite a deal. Since we are recreational operators, we are unable to run trips until at least the 8th while commercial fishing is considered an essential activity.”
Private boats will be able to access the local reefs for rockfish starting on April 1st, but party boats will be unable to run until the shelter in place order is lifted.

Chris Arcoleo of Chris’s Sport Fishing said, “We have cancelled all whale watching and sport fishing until April 8th as the first possible day of return. We know that many people have been looking forward to the start of the fishing season but keeping our guests, crew, families, and greater community safe is the highest priority. Our crew has been closely monitoring official communications regarding COVID-19 and will be following the guidance provided by local and national governmental health organizations. To comply with the recent “Shelter in Place” order covering the Monterey Area the Chris’ Fishing and Whale Watching is placing all trips on hold through April 8th. Stay healthy and safe and keep your fishing gear ready – we look forward to getting back out on the water soon!”
Allen Bushnell of Santa Cruz Kayak and Surf Fishing Guide Service said, “The Monterey Harbor announced, that the harbor is open, but the office is closed. They have currently reduced staffin,g but there will be Harbor staff available 24/7. If you are a visiting boat or need assistance, call 831-594-7760. For emergencies, dial 911.” Santa Cruz is taking a similar approach, including closure of the harbor office customer service counter, closure of the Santa Cruz Harbor Boatyard customer service counter and closure of the concession parking lot kiosk. Essential needs will continue to be met at the Santa Cruz Harbor including law enforcement, marine search and rescue and security services, monitoring VHF channels 9 and 16, dredging operations, fuel service on call basis (VHF channel 9)
And of course, emergency response (such as hazmat, emergency vessel haul-out at boatyard, etc.)
With rockfish season opening in our area April 1, followed closely by salmon season on April 4, charter boat operators are scrambling for alternatives. The larger charter operations including Chris’ Fishing Trips in Monterey and Kahuna Sportfishing in Moss Landing have announced all trips cancelled until April 7 and 8, respectively. Carol Jones from Kahuna said, “With shelter in place orders due to COVID-19 we will be temporarily closed at least until April 8 and may be extended beyond that. Although we are all anxious to get out on the water and looking forward to the opening of our season we are unable to as ordered. All of our lives will be disrupted for a time but the priority is our health and the health of others. If you are booked on any of the first several trips of the season you will be contacted soon.
The fish will still be in the ocean once we get back out there, just a bit hungrier!
The smaller 6-pack charter boats have a little more leeway with fewer than 10 people aboard. Go Fish Santa Cruz plans to run the Miss Beth for salmon fishing, with an eye on possibly limited loads to maintain distancing on the boat. Tom Dolan will be running the Mega Bite, also with extra precautions. Dolan reports, “We keep being told, by the powers that be, that we should continue with our work and routines but use common sense, stay away from gatherings of more than 250 people, and exercise maximum hygiene practices.”
Mega-Bite itself will be sprayed with disinfectant before and after each charter. I believe these added precautions will help make your fishing trip a very happy and healthy experience. Especially since we’ll be away from any crowds while fishing!”
From the beaches, Mickey Clements of Coyote Bait and Tackle in Morgan Hill reported good action for surf perch off of Sunset and Manressa beaches with Berkley Gulp Sand Worms, Sierra Slammers, or Lucky 13 grubs.

San Francisco Bay

The Pacific Fisheries Management Council will be meeting on April 4 – 10th to review many topics – including the ocean salmon seasons – the meeting will be held by webinar due to the global pandemic.
Captain Jerad Davis of the Salty Lady cancelled their bay trips this weekend, and he said, “We will ride this out until at least April 8th.”
One party boat out of Berkeley was attempting to schedule bay trips over the weekend, but after the shelter in place order came on Thursday night, their plans changed, and all trips were cancelled while the order is in place
There is good fishing in the south bay for those on private boaters, and at least one boat picked up two limits of halibut and three striped bass trolling herring amongst the abundant bait in the southern portion of the bay.
Keith Fraser of Loch Lomond Bait and Tackle said, “We have been busy all day long as many people are now out of work and are going fishing. We have live ghost and grass shrimp along with pile worms and live smelt in the shop. Sturgeon fishing has been pretty good, not great. We have a couple of week extension for commercial crabbers, and we will continue to sell live crab until the middle of April.”
Captain Trent Slate of Bite Me Charters out of Loch Lomond Marina has a slightly different story as he said, “Tommy Glaser was out on this week, and he hit all of the hot spots plugging for bass without any action.” Perhaps it is murky in San Pablo Bay and the stripers have moved upriver or into the clearer waters of the south bay.

Similar to all ports, party boat operations are on hold until further notice due to the shelter in place order until at least April 8th. Private boats will be able to launch for the rockfish opener on April 1st, and there should be solid action with the local reefs being untouched for the past 90 days.

The Delta has a number of launch ramps open, and anglers from all over have been launching out of the various ramps. Captain Steve Mitchell of Hook’d Up Sport Fishing has wisely postponed his charter trips until further notice, and he said, “The sturgeon are on the chomp, and I had a report that there were boat trailers all over the place this weekend out of Belden’s Landing on Montezuma Slough.”
Michael Kidwell, Assistant Manager of the Fishermen’s Warehouse in Sacramento, took advantage of the closed shop by heading out to the flooded islands in the north Delta for the opportunity to catch and release a beautiful 38.5-pound striped bass on a Mega Bass Mega Dog topwater lure. Striped bass action has been solid in the Sacramento side of the Delta as Dave Houston of Livermore was out three times this week on trolling adventures, and he said, “The new wave of fish are in, and you can mark them in a lot of spots on the Sacramento, but getting them to go is a lot more difficult. You have to be willing to put on miles to catch fish because even though you see them, they may not bite. When you do find the feeders, the bite will only last for an hour or so. We ended up with 11 large schoolies on Friday, and chartreuse lures continue to not work for us, but they have been working on other boats.” On Tuesday, Houston said, “Nothing has changed, as the water conditions are excellent, but there just aren’t very many fish in the system. We put on over 65 miles searching for fish, but only found a fish here and there on the Sacramento and San Joaquin, ending up with up with 10 small keepers. Biologically it’s got to get a lot better soon.”
Captain Joey Gamez of Golden State Sport Fishing was out on Thursday with his son, Joey Junior, and he said, “We spanked the striped bass both trolling and casting plugs on the Sacramento side. The bite was on.”
For sturgeon, there have been some outstanding counts, but you have to find them when they are willing to feed. Captain Steve Mitchell of Hook’d Up Sport Fishing was out on Thursday, and he said, “My group arrived late from the San Francisco area, and we missed the majority of the morning outgoing tide. We did have two really good opportunities that went lacking for a better hookset, and that was it for the day as they had no desire to bite on the incoming tide. We were fishing in deep water near Pittsburg.”
Johnny Tran of New Romeo’s Bait and Tackle in Freeport reported good striped bass action in the north Delta with blood worms, pile worms, and jumbo minnows. He said, “We have been very busy hear as everyone is wanting to go fishing right now. Crappie are everywhere in the sloughs Steve Wirfs of Modesto was out on Friday with his co-worker, Scott Thompson from Oakdale, and they trolled the West Bank at sunrise and later near Chain Island for non-stop action for 8 legal stripers, keeping two limits. He said, “It was our best day so far this year for stripers.”
Kyle Wise of Head Hunter Guide Service said, “With all of the local lakes closed where I want to target kokanee, I went sturgeon fishing over the weekend, and we hammered them. I started off of the Middle Grounds on the incoming tide for 7 sturgeon caught and released before moving over to the Big Cut near the mouth of Grizzly Bay on the outgoing tide for more solid action on my cured salmon roe. We ended up keeping legal sturgeon at 42 and 53 inches. There have also been sturgeon landed near the Benicia/Martinez Bridge based on reports that I have been receiving. I took Kevin Ogg of Paulina Peak Tackle out for his first sturgeon recently, and he landed a slot-limit sturgeon at 57-inches to get that off of his bucket list.”
Six pack boats are on the sidelines for now, but they have bills to pay in the coming months with their commercial license fees and insurance due soon. They are not supposed to be operating right now, but there are always those who don’t play by the rules. After this is over, we will have to remember to support all of the party boats since they have suffered greatly during this interim period of time.
This is the time for largemouth bass action as the females are moving in for the spawn, and without tournaments taking place, the pressure is off and guys can fish for fun. Kris Huff of Stockton put together a 19-pound limit on Saturday in the south and central Delta.
Dan Mathisen of Dan Mathisen Outdoors cancelled his team tournament scheduled out of Russo’s Marina on Saturday, but he said, “The launch ramp is open, and the parking lot is full with boat trailers as the largemouth and striped bass bite is on. One angler was near Sherman Island, and he caught and released close to 30 striped bass on topwater lure and swimbaits. There have been plenty of largemouth coming into the shorelines in this great weather. Dave’s Delta Outdoors in Oakley remains open, and they are selling Senkos like crazy.”

The launch ramps at Nacimiento are currently open, but the marina, retail store, and lodging are closed for the time being. The store may be opened periodically. If planning a visit, please understand, the resort is run with a skeleton crew, and social distancing and shelter in place orders are being followed. No gatherings of any type are permitted in the campgrounds or on the grounds at the resort. Quagga inspections and entry gate operations will remain staff for the time being, but boaters are to remain in their vehicle during the inspection. Lopez Lake Marina store has changed hours to 9:00 a.m. to 6:00 p.m., but the bar, dining room, and game room are closed until the shelter in place order is lifted.
