Endorsement: Curt Hagman for San Bernardino County supervisor
Residents of San Bernardino County's 4th supervisorial district have their pick of two candidates to represent them on the Board of Supervisors. The district, which consists of about 450,000 people, includes the cities of Chino, Chino Hills, Montclair, Ontario, and Upland.
Incumbent Curt Hagman has served on the Board of Supervisors since December 2014. He previously served in the state Assembly and before that as a mayor and councilman in Chino Hills.
Challenging him is Christina Gagnier, who served on the Chino Valley Unified school board. Gagnier was initially running for Congress in the 40th congressional district as a Democratic challenger to Republican Rep. Young Kim but withdrew to run for county supervisor.
According to California Policy Center's Local Fiscal Health Dashboard, San Bernardino County was given an A grade for its fiscal health in 2022, 2023 and 2024, the last year evaluated. That positions it much better than any of its neighbors. Los Angeles County was graded a D, while Riverside County, Orange County and Inyo County were given C grades. Kern County got a B.
A fiscally healthy county isn't something to take for granted and it reflects the fiscally conservative tendencies of the Board of Supervisors.
"This fiscal health is the result of policies I advocated for and supported, including maintaining a reserve fund and taking a disciplined approach to budget planning by wisely investing available resources where they will have the most impact," Supervisor Hagman told us. "In addition to prioritizing fiscal stability, I have worked with my fellow board members to make government more efficient, saving taxpayer dollars and ensuring funds remain available for critical community priorities."
He continued, noting that also important to the county's fiscal picture is "rethinking how we leverage assets to generate sustainable funding sources. The addition of Topgolf at Guasti Regional Park is a prime example of this approach. While I participated in the efforts to attract Topgolf to my district, the true impact of this achievement lies in the innovative private-public partnership that was established."
It's on matters like this that particularly excite and motivate Hagman, who sees areas of opportunity across the county for productive uses of the county's extensive assets.
Again, a fiscally healthy government enables the county to focus on and get ahead of other problems. On Wednesday, April 29, the county was able to report that homelessness declined for the second year in a row. Crime has likewise trended down since the initial pandemic years. These are all positive developments, which makes it hard to see any serious case for ousting Hagman.
"I put people before politics," he told us. "My record on this matter stands strong and I will continue to work with Democrats and Republicans to advance the success of our community. Firefighters, police, businesses, and labor endorse my re-election because I have consistently delivered positive results for the county through collaboration and steady leadership."
Indeed, while Gagnier is running a generic partisan campaign, this is an easy call: We endorse Curt Hagman.
