A little instruction goes a long way
I agree with Councilman Steve Brandau about tenants being a big part of slum situation. Although the apartment owners are responsible for upkeep as far as pest control, repairs, etc., the renters are also responsible to treat the premises with respect and to keep things clean.
Instead of spending taxpayer money upgrading these places, use taxpayer money to provide tools and supplies to the tenants with classes on how to clean. Many renters grew up in squalor and don’t know how to clean a house and make it attractive and comfortable to live in.
