Proposed leaseback law would lead to chaos

As an architect of 45 years (now retired), I find this entire Fresno Unified leaseback affair extremely perplexing, as do my friends – some of whom are also contractors and attorneys. None of us can understand how this methodology has been allowed to happen.

Fresno general contractor Stephen Davis no doubt had enough of repeatedly playing these silly game of politics and finally took the only action available to him. It is time consuming and costly to produce competitive bids, especially on multimillion-dollar projects. I would guess that there are many, many players in this district, as well as others up and down the state, that could weigh in with their opinions on this from many perspectives.

Our legislators are proposing a new law, Assembly Bill 2316, that would alter the competitive-bid process. This is baffling and will only lead to chaos. Precedence and law have been established for hundreds of years. How about we use it?
