Absurd Fresno Unified expenditure

Wait a minute. The Fresno Police Department put $150,000 toward “shot-focusing technology,” and Fresno Unified School District – which spends $750 per hour for attorneys to defend construction contracts and has not settled its current contract with teachers – is spending $500,000 for the service?

Is this an early April Fools joke? Doesn’t this seem absurd to anyone else?
