All talk, no action on water

The most actual action on water by state and federal government is to tell us to conserve the use of water. The most permanent way to conserve water is to build more surface storage. Government talks, but does not act. The California Water Commission says it will take several more years of thought before they can allocate the already authorized funds. More talk, no action.
