New tracts spring up despite drought

I received my most recent water bill from the city of Clovis and noticed that we are still getting, in red lettering, information about penalties for over usage of water. I wonder why, at the end of my street, more land is being prepared for yet another bunch of houses!

A once beautiful patch of land is going to be covered with more homes. I am asking why, since we are constantly reminded that we are still in a drought status, can building of any kind be justified?

It seems that everyone is required to conserve, to the point of penalizing homeowners, except the developers in our city who seem to cover every square inch of land with more homes which will all require our most important commodity at this time – water.

Apparently not everyone is required to follow the rules. What’s wrong with this picture?
