What if the drought continues?

Have you ever really looked at the natural landscape we live in? It is mostly arid vegetation and the animals that live in it are primarily adapted to desert climate. While we ignore natural order and continue to fill our Valley with more things that soak up water, what will we do when this drought continues on to 2018?

Who will we blame and who will lose their livelihood? If we build more dams and raise the ones we have, will that just be an excuse to build and plant more water-consuming things... because we need to keep the economy thriving?
