Spray Clovis with extra water
With the extra gray water Clovis has, why not take a tanker full and spray it into yards that have let everything go brown?
The city has fined many folks for using too much water, why not use that money to return citizens some water for their trees, bushes, grass and so on? That water could also be used to wash many of the sidewalks that have lots of dirt and dust.
