Does Congress represent the U.S. or Israel?

When the Iran nuclear agreement comes up for Congressional vote, we are going to see, as clearly as if it were stamped on their foreheads, whether Republicans in Congress represent the citizens of the United States or the Israel, whether they represent the citizens of the United States or the House of Saud.
