Fix doctor shortage

Just like California’s drought, there is scarcity of primary care physicians who take Medi-Cal patients. This problem is not getting any better.

There should be incentives to doctors to serve Medi-Cal patients. An increase in Medi-Cal reimbursements and forgiving education loans to physicians who are willing to serve this population should help attract more doctors.
