How to stop phone scammers from repeat offenses

I have a solution for the IRS or other phone scams. In this day and age, the Fresno Communications Commission should be able to tell where these calls are coming from.

When these people are arrested, they should be put in the bad-boy prisons, not white-collar prisons. Put them in cells with the worst gang bangers, outlaw motorcycle gangsters or maybe a 6-foot 8-inch, 300-pound rednecks named Bubba. Tell the guards to ignore the screams coming from the cell. These scammers will never try to scam anyone again when they get out of prison.
