SPCA should give us the dog we saved

I found a small dog on my front porch July 5. I found the owner, who had the dog for seven months, but no longer wanted her. This dog is 13 years old. I decided to keep her. I took her by the SPCA to be scanned for a micro-chip. The staff would not confirm if owner who no longer wanted this dog was the one listed on the chip. They told me nothing.

What they did say was that I could not leave with the dog. It turns out it was the same owner who I had contact with. I thought the SPCA tries to find good homes for unwanted animals. I was giving an unwanted animal a good home, and the SPCA took it away. When I asked about getting this dog back, I was told I would have to adopt her for $150-$200.

Now this poor little dog sleeps in a cage curled up in a corner on newspaper. At my house she had a nice new soft dog bed placed on the couch between my husband and me. She also got belly rubs that she enjoyed very much. I just don't understand how they could be so cruel.
