What’s with all the dark paint in hot Fresno?

I’ve noticed a trend around Fresno of new or refurbished buildings getting painted dark colors – mostly black and dark gray. This disturbs me. Do building owners, developers and designers not realize dark colors absorb heat and that Fresno is a very sunny and hot place?

For example, the big Caltrans building in Manchester Center got painted very dark gray, the color of asphalt. It looks like an extension of the parking lot. A big black building does not make me feel revitalized.

Why not something light-colored that cools the place down? The owners of Manchester Center could correct a mistake and make a big contribution to the city by repainting that building.
