Perhaps this will clarify what Nunes has done
Let’s say the Fresno County District Attorney is investigating corruption charges brought against a city council member. This council member is part of her political party and threw support behind the election of the DA.
The DA then meets and publicly admits sharing information about an ongoing investigation to that city council member. Is this DA being impartial? Is this legal? Should this DA continue to lead the investigation?
This is what Devin Nunes has admitted. We need impartiality to get to the truth. If the shoe were on the other foot, and it was only Republicans getting hacked during the campaign, you would demand an impartial investigation.
