Man who hit Highway 99 jumper arrested in Visalia

A man who reportedly fled in his car after striking a woman who jumped onto Highway 99 from an overpass Saturday has been arrested by the California Highway Patrol in Visalia.

The woman who jumped onto the Freeway near Belmont Avenue was identified by the Fresno County Coroner Tuesday as Jessica Ramirez Cardenas, 23. The man arrested was identified by the CHP as Derek Tafoya, 32.

The CHP said the incident took place about 4:20 p.m. Saturday. Officers found the victim lying in the left lane of the roadway, where she was pronounced dead after being struck by two vehicles. Adam Baldwin, 73, of Porterville told officers that he was driving one of the cars that struck the victim. Officers were able to identify the second vehicle, driven by Tafoya, and made the follow-up arrest.
