Charges filed in Tulare homicide

The Tulare County District Attorney’s Office has filed murder charges against a Tulare man.

Kashmer Zamir Bailey, 21, of Tulare, is charged with one count of murder and one count of attempted murder from an incident Saturday.

He was arrested after the shooting death of Steven Williams, 25, about 1:25 a.m. in the 1300 block of West Tulare Avenue, Tulare police said.

Bailey was arraigned Tuesday and will be in court again March 11.
