Four men have been identified in connection to a 2017 Visalia homicide cold case, police say.

The four suspects are currently incarcerated in the California State Prison system for crimes unrelated to the cold case homicide investigation, according to police.

According to Visalia Police Department, 22-year-old Jasper Miller was walking home from work near the intersection of Houston Avenue and Bridge Street in Visalia on Feb. 17, 2017, at about 12:52 a.m., when he was approached by a group of men.

Miller was robbed, assaulted, and stabbed and died from his injuries, He was pronounced dead at the scene, police say.

According to Visalia Police, detectives with the Violent Crimes Unit responded to the scene and began a homicide investigation with numerous leads that were pursued at the time.

The case was re-examined by the Violent Crimes Unit in 2025 conducting additional follow-up investigation that led to identifying four suspects believed to have been involved in the murder, police said.

The case was submitted to the Tulare County District Attorney’s Office in February, nearly a decade after Miller was murdered.

The DA filed charges for homicide against Fabian Jimenez, 25, Josiah Garcia, 24, Fernando Ruelas, 24 and David Hernandez, 24, police said.
