Doctor faces sexual assault accusation in Fresno. His license is in jeopardy, filing says

A Fresno doctor could have his license revoked after he was accused of sexual assault and purposely avoiding police, according to a complaint filed this week.

The state Attorney General’s Office filed the complaint last week against Dr. Victor Lynn Perry, who practices as a neurosurgeon.

The Medical Board of California requested the AG’s Office revoke Perry’s license, authority to see patients and require him to pay for the costs incurred by the process to prosecute him for the alleged 2021 assault, the court filing says.

Attempts to reach Perry by phone and email were unsuccessful.

Perry, 58, has been a doctor for more than 20 years and has had past affiliations to Saint Agnes Medical Center and the Fresno Surgical Hospital.

Saint Agnes issued a statement on Friday, noting Perry was not actively working at the hospital.

“While Saint Agnes does not comment on medical staff activities due to peer review restrictions, patient and colleague safety is at the forefront of our core values,” a hospital spokesperson said. “We remain dedicated to providing a healing, safe and compassionate environment for all those we serve.”

Perry can request an administrative law court hearing to contest the allegations or he can wait for a final decision by the Medical Board. He has 30 days to request it, the filing says.

Sexual assault and evading Fresno police

The filing says a patient went to Perry’s office on Sept. 21, 2021, for a follow-up appointment after neck surgery. She told him she had sciatic nerve pain.

He asked her to lift and lower her legs before he told her to lay down on an examination table, the filing says. His examination consisted of pushing on the front of her groin in a half circle motion.

As he got closer to her pubic region, he began to say, “It’s OK. You’re OK. I’m just adjusting,” the filing said. She was wearing a menstrual pad at the time.

He pulled the pad from inside her underwear and assaulted the woman with his fingers, the filing says.

She immediately ended the procedure and, as she left, handed a note to a receptionist that said the doctor had assaulted her, the filing says.

Fresno police looked for the doctor for about a year at addresses he had provided to the medical board, and each turned out to be vacant, the filing says. Police ultimately found him at a Kerman address after using cellphone data to track him down.

“(B)ased on Victor Lynn Perry’s pattern of life between the years of 2021 and 2024, it is this investigator’s belief that Victor Lynn Perry was being allusive and deceptive,” the filing says, quoting a police report.

Police collected his DNA in Kerman, the filing says.

Fresno police said on Friday that Perry has not been arrested.
