U.S. sailor from Lemoore charged with using Snapchat to solicit minor, child porn possession

A federal grand jury indicted a 26-year-old U.S. sailor from Lemoore on Thursday, charging him with two child sexual exploitation offenses.

Christopher Jeorge Millican was charged with one count of sexual exploitation of children and one count of receipt of child pornography, according to a news release from the U.S. Attorney’s Office.

The charges stem from July 2018, when a parent contacted Snapchat and reported someone had been “flirting” with an 11-year-old girl, soliciting the child’s pictures and location information. That person was later identified as Millican, according to court documents.

Snapchat reviewed Millican’s account and discovered that he had been soliciting several minors for sexually explicit content, the release said.

This case was investigated by the Central Valley Internet Crimes Against Children Task Force, specifically the U.S. Naval Criminal Investigative Service, the Hanford Police Department, the Fresno office of Homeland Security Investigations and local police agencies as part of Project Safe Childhood initiative.

If convicted, Millican faces 15 to 30 years for sexual exploitation and five to 20 years for the receipt of child pornography. Each count also comes with a fine of up to $250,000.
