Visalia woman arrested after allegedly smuggling drugs into jail

A Visalia woman was arrested Tuesday after a month-long investigation revealed she was allegedly smuggling drugs into a Tulare County detention facility, the Sheriff’s Office said.

Detectives served a search warrant in the 2600 block of E. Sweet Ave. in Visalia on Tuesday and arrested Kathy Saefong, 36. Drug paraphernalia was allegedly found at the home.

Detectives said Saefong was smuggling drugs into a detention facility over the past two months. She was attempting to get the drugs to Mark Keoninh, detectives said, who is in jail on an unrelated charge.

The Sheriff’s Office did not specify which detention facility the drugs were smuggled into, but both Saefong and Keoninh are currently being held at the Tulare County Pre-Trial Facility. Saefong is being held on $60,000 bail on suspicion of conspiracy to commit a crime.

Keoninh also faces new charges, including importing narcotics into a county jail and conspiracy to commit a crime.
