He took pipes from the City Hall fountain, but the cameras were watching

Fresno police arrested a man detectives say is a repeat suspect in the theft of metal from downtown Fresno after he was caught on video taking bronze pipes from the City Hall fountain.

He was identified as Charles Stanphill, 30. Stanphill was booked on felony theft charges in connection with the thefts Jan. 19-20.

Police detective Eric Hull said Stanphill also was arrested last summer in connection with thefts on Fulton Mall.

Stanphill was arrested Wednesday and remained in jail Thursday on $10,000 bail.
