First he threw an explosive device at officers. A standoff with police followed.

A standoff in a Dinuba neighborhood that lasted nearly six hours Friday ended peacefully when a suspect surrendered, Dinuba police said.

The standoff occurred on the edge of town near Randle Avenue and Cameron Way.

Police responded to a disturbance in that same area on Monday, Sgt. Brian Bissett said. The suspect in Friday’s incident, 30-year-old Cesar Cabrera, threw a homemade explosive device at police on Monday, Bissett said.

Police returned four days later on Friday to look for Cabrera, and he barricaded himself in his home. Police tried to negotiate with him and were unsuccessful. At that point, the Tulare County Sheriff’s Office SWAT team responded and took over the negotiations.

Finally after 5 p.m. Cabrera surrendered and was taken into custody.

Bissett said officers were familiar with Cabrera from previous encounters.

During the standoff, some nearby homes were evacuated next to where Cabrera was barricaded. The area is now safe and everyone is can return to their homes, Bissett said.
