Tulare appoints 2 department heads

Janice Avila has been named human resources department director in Tulare, the city announced Tuesday.

Avila has more than 36 years experience.

She worked at the city of Visalia, retired five years ago and has since served as a human resources consultant for Tulare and other public entities.

A consultant recommended that the city create the position, the announcement said.

Steve Bonville, a city employee since 2012, has been named general service department director.

Bonville was previously employed by Pappas Telecasting Co.
