Affordable housing project coming soon to Fresno’s Parkway Drive near Highway 99

The Fresno City Council approved a $10.5 million contribution and three city-owned properties for the development of affordable housing near Olive Avenue off Highway 99.

The project, called Parkview Apartments, is proposed by the Cesar Chavez Foundation to add up to 98 new homes along the Parkway Drive Corridor.

What now stands as a vacant lot and two motels turned homeless shelters, the Travel Inn and Villa Motel, would be converted into rental housing for households earning up to 80% of the area’s median income.

The motels were purchased by the city during the COVID-19 pandemic to provide temporary shelter with the intent that they’d be converted into permanent affordable housing within the next five to six years.

The city’s commitment to the Parkview Apartment project is dependent on the Cesar Chavez Foundation obtaining full funding for the project by the end of the year.

According to a Facebook post by Councilmember Miguel Arias, who represents District 3, where the project is located, the foundation will apply for funding from the CA Tax Credit Allocation Program.

The project has been circulating for the past few years. In that time, the city’s funding contribution has gone up and the number of new homes has gone down.

In August 2025, the city council conditionally approved $6 million for the project that proposed up to 170 units at the time.

The Cesar Chavez Foundation did not respond to a request for comment from The Bee.
