Which Fresno employees received the highest pay last year? Here are the top 50
Six of the top 10 highest paid Fresno city employees in 2024 worked in the Fire Department, according to records obtained by The Fresno Bee.
A number of those firefighters’ compensations were buoyed by overtime, pension contributions and other pay, according to the information released to The Bee through a public records request. The top 50 highest compensated employees averaged $296,445 in 2024.
Fire Capt. Emil John Ross was the highest compensated city employee in 2024 at $388,017 with more than half of his pay ($195,352) coming from overtime.
Aside from the firefighters, the top 10 list includes department heads like City Manager Georganne White and City Attorney Andrew Janz as well as high-ranking members of the Fresno Police Department.
Despite leaving the city halfway through 2024 following a scandal, ex-Police Chief Paco Balderrama also made the list at No. 28 with a total compensation of $288,520.
