There have been 25 Fresno cops disciplined in 2022. Here’s what they did, police say

Twenty-five Fresno officers have been disciplined so far this year, including one who was fired, one who resigned rather than be punished and two who retired after committing violations, according to a report released Monday.

That means 19 of the disciplinary actions happened in the second quarter of 2022 as outlined by the the quarterly report from the Office of Independent Review. Six happened in the first part of the year.

There were 59 officers and Fresno Police Department employees disciplined in all of last year, and 84 in 2020, the report says.

The bare bones report includes little detail on the specific events that led to discipline and does not name the officers. It is prepared every three months by Independent Reviewer John Gliatta, a former FBI agent who has had the role in Fresno since 2017.

The report includes claims and findings, but does not say which cases led to disciplinary actions.

Unreasonable force

The report said five officers have been found to use unreasonable force, which included a total of six violations.

The report does not describe the incidents, but it says in one case a sergeant overseeing the unreasonable force did not intervene.

Discourteous treatment or conduct unbecoming of a police officer

There were 12 sustained findings of discourteous treatment or conduct unbecoming of a police officer determined by Internal Affairs, the report says. Those were tallied among six officers.

Six of them came from a single officer, whose investigation was completed April 9. That officer was working while on a controlled substance, falsified records, was not wearing body camera and other violations, the report says.

The report does not name the officer, but Sgt. Donald Dinnell pleaded not guilty in May to robbery, drug and driving under the influence charges. The alleged crimes came to light in March.

Dinnell acquired methamphetamine laced with fentanyl by taking it from a woman in a suspected robbery earlier in the day of his crash in a police cruiser on Dec. 30, police said.

He has since left the department.

Shootings by officers

There have been five shootings by officers so far this year, and all of those reviews are pending, according to the report. Four of those were fatal.
