Newsom’s remarks come as coronavirus cases rise across the state amid a gradual reopening plan. Last Thursday, the governor made wearing masks in indoor, public spaces mandatory — an order that was met with backlash from at least one mayor.

The speech also follows heated debate in the Legislature over a budget that would cover the state’s roughly $54 billion deficit. On Monday morning, Newsom and lawmakers announced that they have agreed on a plan but did not include specifics.
