After weeks of a stay-at-home order and closed non-essential businesses, Gov. Gavin Newsom has begun to move forward in the next phase in California’s four stage reopening plan.
While the coronavirus death toll has reached at least 4,697 as of Tuesday morning, there are indications that California is making progress beyond the “flattening and stretching” of the pandemic that Newsom attributes to the state’s first-in-the-nation shutdown.
The White House and CDC guidelines for re-opening America emphasize broad testing ability, a declining percentage of positive cases and the ability to treat patients in hospitals without the need for crisis care, three metrics that California has generally improved upon since the start of April. The World Health Organization more specifically suggests a positive test rate of 10% or lower, which California has maintained since the end of April.
