Can high-speed rail be trusted to properly build anything?

If the bullet train has to tear down a bridge it is building, how do we know if anything it has built is safe?. If the rail authority can’t build in the flat lands of the valley, how can they be expected to build safely in the seismic areas of Los Angeles and the San Francisco Bay Area?
