An article in The Bee (Oct. 10) talks about the shortfall the Fresno County Board of Supervisors is facing for this coming year. The way state and federal officials are playing the game is by not passing on money that has been supplied by those agencies in the past to finance various programs.
The officials can then brag that they didn't raise taxes or even lowered them.
This new game is called, "Don't pass the buck, but let someone further down the money train figure out how to make ends meet."
This is not frugality in government. This is playing to the electorate that has the greatest income and passing it to lower levels on the income scale who must now pay increased fees and taxes that are not based on income. It is a tax shift.
