'Dead in his tracks'

If an off-duty cop or an ex-military student with a concealed-carry permit had been armed on that day at Virginia Tech, the killer might have been stopped dead in his tracks before he finished his mad rampage.

Gun control in this case (a gun-free zone) had the opposite of the intended effect. Instead of making the campus safer, it allowed a criminal to carry out his crazed vendetta knowing he would be unopposed, since everyone else was unarmed.

Lawbreakers have no problem ignoring gun-control laws. Only the law-abiding citizens are disarmed and defenseless.
