City should know better when it comes to debris

On March 17 at about 8 a.m., I was riding my motorcycle west on Kings Canyon and there was this real heavy dust storm (at least I thought) across from University Medical Center. I had to close my helmet's face shield and close my eyes for a second. The dust was so thick with debris and leaves that you could not see.

From what I could see, it was a man with an orange city of Fresno shirt on, operating what looked like a yard vacuum with the bag off, blowing debris into the street. I could not believe the city of Fresno would allow such a thing, as it is very dangerous to the public and it scattered debris all over the street. This looks like it has the potential for a big lawsuit.
