Invisible dangers

At 7:45 a.m. recently I was on my way to the lab. I almost got a walker (in dark clothes) and a guy on a bicycle. The fog was light, but it was still not daylight enough to see good.

Please, please! If you walk or ride -- put a reflector of some kind on your arms, front and back, so I will know you're there. You'd ruin my day if I came close to you. Aren't bicycles required by law to have reflectors or lights?
