Bad decisions

Now that President Bush has finally admitted that he and his administration made serious mistakes in managing the war in Iraq, one has to wonder:

Didn't he realize he was making mistakes at the time, despite the many experts calling them to his attention?

When it became apparent that mistakes had been made, why didn't he admit and correct them at the time?

In the first case, he was incompetent, and in the second, deceitful. In either event, the fate of Iraqi civilians and American soldiers should no longer be left in the hands of "The Decider."
