Dangerous practice

Why is it that people using handicapped parking placards cannot read the top of the placard? It says to remove from mirror before driving vehicle.

One lady at a four-way stop literally had to move the placard to see me. There should be a $500 fine for any handicapped placard hanging on a rear-view mirror while the person is driving.

My placard is on my front set or in my purse until I park my car.

Why aren't these violators ticketed?
