NASA's waste

Why does NASA insist on launching its space shuttles in the winter when the weather is cold and rainy, and not in the summer when the weather is nice?

This is another example of wasting taxpayers' money, rather than sending the shuttle up when the weather is clear, for the delays cost the taxpayers millions and millions of dollars, because every time they have to cancel or delay the take-off, it costs us taxpayers more money for some reason.

This makes no sense to me, but evidently it does to the people in Washington who don't care how much of the taxpayers' money they spend.
