Telling afterthought

Reacting to the election results and in an effort to restructure his administration, President Bush said: "The message yesterday (for change) was clear. The American people want their leaders ... to set aside partisan differences, conduct ourselves in an ethical manner and work together to address the challenges facing our nation."

What does that say about the way the administration was conducting themselves before the election?
