Now that Fresno has segregated garbage collection containers, those for recyclables have drawn early-bird scavengers trying to beat the collection services to the goodies.
These scruffy rummagers gather this saleable material and by their appearance and behavior give residents pause to interfere. Some have huge bags of collectibles and carts while a growing number have only one bag for their loot. They seem to have figured out the collection routes and schedules.
The noise and mess of this practice is one issue. Another is the loss of the estimated salvage recovery income to the collection services whose prices should have had allowance for net operation costs. Who does -- or should -- control this growing activity?
