MADERA -- A Fresno man arrested early Monday at the Chukchansi Gold Resort Casino on suspicion of kidnapping and possession of cocaine won't be returned to Illinois despite a warrant for his arrest on suspicion of solicitation for murder.
Madera County Sheriff's Department spokeswoman Erica Stuart said deputies arrested Jose Sotelo, 30, after he allegedly grabbed a woman who resisted his advances. Casino security guards reported that Sotelo let go of the woman and ran as they approached.
Sotelo, who allegedly told the woman he was from Chicago, was held by the security guards until sheriff's deputies arrived. Deputies reported they found a bindle of cocaine in Sotelo's front shirt pocket.
When deputies ran a routine warrants check, they found that Cook County authorities had issued a warrant for Sotelo. Madera authorities advised officials in Chicago about the arrest, but Cook County said it would not extradite Sotelo.

"Apparently the murder never occurred," Madera County Corrections Lt. Jerry King said.
A spokesman for the Illinois Attorney General's Office who declined to give his name said Monday about the refusal to extradite: "It's the call of the individual state's attorney."
That left Sotelo in Madera County Jail on $100,000 bail, held on suspicion of the lesser crimes of kidnapping and possession of cocaine.
Calls to the Cook County Sheriff's Department and the Cook County Attorney's Office weren't returned Monday.
