EDITORIAL: Cogdill's departure a loss

Senator could be considered for lieutenant governor's post.

The Legislature will lose an authority on California water issues and the Valley will lose an influential voice when state Sen. Dave Cogdill completes his Senate term at the end of 2010.

The Modesto Republican caught many of us by surprise with his announcement Tuesday that he won't seek a second term representing the 14th District. The sprawling district stretches all the way from Lodi to Fresno. He previously served six years in the Assembly.

During his tenure in Sacramento, Cogdill earned a reputation for credibility and civility, while being able to handle the political wars that break out in the divided Legislature.

He demonstrated that politics and integrity are not mutually exclusive. He is decidedly pro-business and believes strongly in a limited role of government. We didn't agree with him on all issues, but we appreciated his pragmatism and commitment to getting things accomplished in the often-gridlocked Legislature.

That was clear during the 10 months that he served as Senate minority leader, up until February, when he worked with the Democratic legislative leaders and Gov. Arnold Schwarzenegger to hammer out a controversial budget compromise.

That deal included some long-sought gains by Republicans, but because it also included short-term tax increases, Cogdill's GOP colleagues turned on him and booted him out of his leadership role.

He took the development with his characteristic calm, continued to work diligently and focused on what has been his top priority for years -- a comprehensive water package.

A major piece of that package is an $11.1 billion bond, primarily for water storage. That bill was signed by Schwarzenegger on Monday, and the bond still needs the approval of voters in 2010.

Cogdill is on Schwarzenegger's "short list" for appointment as lieutenant governor. He has earned that consideration with hard work and putting his constituents ahead of his political interest.
