Regarding the article “Water-wasters eluding big fines” (March 15): This article describes ordinary households that are not abiding by Big Brother’s watering rules as outlaws who are not being punished adequately.
While I certainly do not support wasting water, we should hold accountable the very agencies that make and enforce these rules. The State Water Resources Control Board, the California Department of Fish and Wildlife, and the environmental organizations that conspire with them to allow millions of acre feet (1 acre foot equals 325,000 gallons) of water to be dumped into the Pacific Ocean.
One million acre feet of water is enough to provide a one-year water supply to 2 million average homes. These agencies are the true culprits in the midst of our historic drought.
